Fishing has only ever been a light presence in GTA — a background activity rather than a developed system — and a charter business you run for fares has never been built. The “legitimate front with a smuggling sideline” idea is pure crime-genre convention (and a very Vice City one), but it is not a mechanic Rockstar has shipped. GTA Online has shown it will turn a plausible-looking enterprise into an income loop with illicit upside — think of its various front-businesses — so a charter operation as that kind of property is a believable extrapolation. Inside the Real Keys Charter Trade
A charter operation is a real and surprisingly structured business, and the Keys are one of its capitals. Trips are typically sold three ways: a private charter (your group books the whole boat), a split charter (you share the boat and the cost with other anglers), and the head boat or “party boat” (a large vessel where a crowd bottom-fishes by the head). Most outfits bundle in the rods, tackle, live bait, the state fishing license, and dockside cleaning and filleting of the catch — the customer essentially just shows up.
The economics run on the crew. The captain runs the boat and finds the fish; the mate rigs lines, gaffs fish and cleans the catch, and the crew is customarily tipped around 20% — which is how mates make their living.
