Overview
Scuba Diving draws on diving and underwater exploration off Leonida's reefs and wrecks. GTA 6 is set in Leonida, Rockstar’s fictionalised Florida built around Vice City, and follows Jason and Lucia across a dense open world.
Scuba Diving has turned up in official GTA 6 material, but Rockstar has shared almost nothing about how it plays moment to moment. This page sticks to what the trailers and screenshots actually show and flags the rest as unknown.
What Rockstar Has Shown
Official underwater screenshots show detailed marine life, indicating some form of diving exploration. That is the limit of what is confirmed: the activity exists in the world. The controls, any payouts, progression and unlocks have not been detailed by Rockstar.
How It Worked in Past GTA Games
GTA V introduced free underwater swimming and scuba via the Zancudo submarine and Trevor's diving gear, with collectible hidden packages and wildlife like sharks on the sea floor. Underwater exploration has been a Rockstar feature since then rather than a brand-new idea.

Beyond the footage above, Rockstar has not published mechanics, payouts, challenge lists or rewards for Scuba Diving. Anything stating exact figures, named challenges or step-by-step systems for GTA 6 is speculation until the game is out.
